Forest Cutting Moratorium to Begin in 2011

Makassar, S Sulawesi (ANTARA News) - The forest cutting moratorium provided for in a cooperation agreement with Norway will begin to be implemented in 2011, Forestry Minister Zulkifli Hasan said.

Speaking at a national meeting of the National Mandate Party (PAN) here on Tuesday, the minister said the government was now preparing sectors for the implementation of the cooperation.

He said among the preparations being made was the establishment of a special body to implement the moratorium which was credible and transparent in the drawing up of its national action plan (RAN).

"This year we are founding its institution. We have been making preparations since June and hope to finish them in December 2010," the minister said.

He said there were five regions which would be proposed as pioneer projects, namely Kampar (Riau province), Central Kalimantan, East Kalimantan, Bengkulu and Papua.

The Norwegian government would later select one of the five project examples which would be adjusted to Reducing Emissions from Deforestation and Forest Degradation (REDD) pilot projects.

He said during the two-year forest moratorium Indonesia was expected to cut its carbon emissions by 26 percent in 2020.

In addition, he added, the Indonesian-Norway cooperation was expected to serve as a pioneer project for other countries.

The minister admitted that Indonesian forests were undergoing a crisis so that the moratorium was expected to become one of the possible solutions.

"We must admit that our forests really need to be revitalized. We have stopped issuing licenses for forest exploitation on peat land and primary forest areas," the minister said. (SYS/A014)
